c1b2778b15 Merge weksa-lowering/speaker-state into main; adapt the lowerer to admit-only LoweringInput 
No textual conflict except data/interlingua/inventory.cc (binary): regenerated as
the branch's rev 1 (61 entries) plus `weksa inventory proof` (rev 2, 7 entries).
Semantic breaks fixed: proof_packet() carries an empty Stance; `weksa lower`
re-admits the stored packet (idempotent) because validate no longer returns the
view; tests/lower.rs builds views through PacketStore::admit; seed_reseeded
expects seed plus proof revision. AGENTS.md records the CARGO_HOME requirement
and the proof packet key.

3d851bf0e1 lowerer-first-cut: lower(&LoweringInput,&Inventory) by a fixed English table keyed by inventory ids; weksa lower, score, packet proof, inventory proof; inventory rev 2 and the nibu-proof-001 packet 
Measured against the proof lowering: item:nibu:1 chrF 23.12 cosine 0.6313,
item:nibu:2 chrF 25.98 cosine 0.7245, item:brokkr:1 chrF 19.42 cosine 0.4516.

55c75e3bd0 Quarantine the Eve operator surface publisher; Eve is deprecated, rebuild on Thing 2 
Removes buildOperatorSurface, the surface_state and interface_binding documents, eve-surfaces.cc and the surface advertisement entries. Typed state and the provider advertisement stay. Parked at parked/weksa-eve-surface per thing2:ruling:eve-dashboards-quarantined.

d16cff519f Remove dead currentSnapshot, sendJson, readJsonBody helpers parked/weksa-eve-surface 
REC-122:

- `currentSnapshot()` had no caller (the `cachedSnapshot` variable it
  wrapped is still legitimately read directly by
  `refreshWitnesses`'s overlap-skip branch, so only the unused wrapper
  function was removed, not the variable).
- `sendJson` and `readJsonBody` are remnants of a removed HTTP
  ingress; neither has a caller. `httpError`, which `readJsonBody`
  called internally, is kept — it is used by 13 other call sites
  throughout the file.

Kill attempts that failed: none.
- `rg -n '\bcurrentSnapshot\b' scripts/weksa-daemon.mjs` -> only its
  now-removed declaration (repeated the census command against
  current HEAD before editing).
- `rg -n '\bsendJson\b|\breadJsonBody\b' scripts/weksa-daemon.mjs` ->
  only the two now-removed definitions.
- Not exported from the file and no other file requires/imports
  scripts/weksa-daemon.mjs as a module, so no cross-repo consumer is
  possible for these unexported local functions.

Checks run: `node --check scripts/weksa-daemon.mjs` -> syntax OK. No
package.json/test suite exists in this repo to run beyond that.

6f628f9637 Wire AGENTS.md into Claude Code memory 
Claude Code reads CLAUDE.md, not AGENTS.md, so this repo's doctrine was
invisible to it. This one-line import makes the existing AGENTS.md load
without duplicating or renaming it. Codex is unaffected.
