Meta Vens a5bf35e261 Scaffold Njordr: engine and shell, the state document, the fixture

The engine crate carries the spec's nouns as typed state (dimensions,
materials, sources, lots, recipes, facilities, discovery, knowledge,
shipments, markets, carrier and producer policies), validate_catalog as the
generation plan's first gate, and the pipeline fixture as a test-only
constructor proven to be a well-formed state document. The shell is a
binary that refuses to run until there is something to drive. Spec, map,
and doctrine included.
