0ad9811f88 Note why CultMesh's witness path is trusted-co-op first 
CultMesh was built for trusted co-op (Aetheria: Starbridge) with witness
authority deliberately deferred, so the current shape is the intended
first stage rather than a failed attempt at Byzantine tolerance.

Read-only survey of CultMesh's current witness path against crash-fault
consensus, CRDTs, BFT, game netcode and P2P anti-cheat, plus design notes
from the 2026-10-26 discussion: optimistic peer quorum with a server audit
slow path, network-proximity witness selection, dispute-scoped verification,
and cross-runtime determinism as a security property.

One owner of the stamp rule, refuse_unread_format, serves read_all_unlocked and push_all. A file push_all cannot read is written as before. Builds.
