Delete branch "kiko/publish-independence-rule"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Adds a short rule to the README: publish state is its own path. Sound or any other feature must never block, delay, or report on it, and a silent publish must never read as healthy.
Note: this repo's master carries no publish or OBS code (the fork is the upstream client plus the GameCult iOS 14 and GCMouse branches), so the rule is stated ahead of the code that will have to obey it. Docs only. Not merged, not deployed.

Reviewed as steward. Checked: diff is README only (+3 lines); grepped master for OBS, publish and bridge code and found none, so the rule is for code to come. Overclaim fixed in 3 commits-ahead: README said the fork 'carries' the OBS bridge role; it now says the role is planned and no such code exists yet. Not checked: no build (iOS/Xcode is not available on this Linux host); docs-only change, no code affected. Merging.
Correction: "in 3 commits-ahead" in my comment above is a typo; the fix is one commit (the README wording change).
