OBS Spout Streaming

Production Spout2 publication belongs to Aquarium.

OBS should receive a named Spout2 texture from the Aquarium-hosted Mimir app. The bridge scripts can keep SRT Media Sources alive while direct output matures, but synchronized program video should come from Aquarium once the runtime has live camera buffers.
