Current mechanism describes the two AdmitPatch authors, jurisdictional
confinement at answer and write, the tool surface as one schema spelling
per type, and the evidence-bounded repair loop; Invariant 11 and
Verification 16 carry the expansion rule; the consumer-api drift note
names pass 10's four debts. Steward folded passes 1 through 8 and the
in-flight pass 9.
