Current mechanism describes authority, selection, and redress with the one
covering predicate, the admission-only nesting rule, and the shared
grant/revoke envelope; the selection row and operation count follow the
landed cut. Steward folded passes 1 through 5 and the in-flight pass 6
into the handoff and map.
