the scale section carries the ceil(N/R) bound, the two reasons the cap
yields, and the contention finding with its open operator decision; the
two stale claims about AdmitPatch phase and EvidenceRef are corrected;
the consumer-api drift note names the decided transport; controller
model variables are documented. Steward folded passes 1 through 9 and
the pass 10 design state.
