The rotation bullet names a handoff by area (HANDOFF-eureka-self-<area>-<date>.md), one per Self area, and the next Self reads only its own area's. Drops "to the scratchpad", which the Body contradicted. Changelog entry carries the operator's 2026-10-09 ruling.

Operator 2026-10-09 split the Self handoff by area; the rotation bullet now
names handoffs HANDOFF-eureka-self-<area>-<date>.md, one per Self area.
