The release step already existed in docs/semver-policy.md ("Before pushing a tag", landed in #32/#38) but named no command and asserted without evidence that the 0.15.0 run published nothing. This makes the step runnable (git ls-tree + git show <sha>:.github/workflows/...; the workflows live under .github/, not .forgejo/) and records what the run log shows. No release runbook exists elsewhere (checked gamecult-ops/runbooks), so this is the one place. Docs only; nothing live changes. Not merged.
