The C5 plan in cultmesh-ts-content-map said the cultcache-ts tag triggers publish-packages.yml. Guard PR #31 removed that; F16 and the workflow already say so. publish-packages.yml header and semver-policy.md (Before pushing a tag / Coverage gaps) were checked against main and are accurate, so untouched. npm view for cultcache-ts and @gamecult/cultcache-ts: 404 (2026-11-08). No tag pushed.
