  • publish-packages.yml header, docs/semver-policy.md (Coverage gaps) and F16 in docs/cultmesh-ts-content-map.md no longer list cultcache-ts-v* as a trigger; they say publishing is deliberately off, and that a tag run uses the workflow at the tagged commit (cultcache-ts-v0.15.0 sits on 7d292085, before the guard).
  • docs/semver-policy.md: new "Before pushing a tag" note: read the workflow at the tagged sha before pushing any tag.
  • Fix a regression from #31: its comment sat between tags: and the list, which the tag-prefix pin in scripts/check-changelog-semver.test.mjs cannot read (3 workflow: tests threw). The comment now sits above tags:.

Local: node --test scripts/check-changelog-semver.test.mjs with the dotnet env: 84 pass, 0 fail (without it, 33 fail on a read-only dotnet home, 3 of them the regression above).

The header comment, semver-policy and F16 of the content map still listed cultcache-ts-v*
as a trigger. They now say publishing is deliberately off and that a tag run uses the
workflow at the tagged commit (cultcache-ts-v0.15.0 sits on 7d292085, before the guard).
semver-policy gains a "Before pushing a tag" note. The guard's comment moves above `tags:`:
inside the list it broke the three `workflow:` tests of check-changelog-semver.test.mjs,
which read `tags:` followed directly by its items.
