Remove the Eve surface from Ymir.Core (parked at parked/ymir-eve-surface)

Eve is deprecated; per thing2:ruling:eve-dashboards-quarantined the surface builders, EveSurfaceDocument publication, GameCult.Eve.Surface reference and EveRoot are gone. YmirOperatorStateDocument and its publication stay.
