Brokkr Edda Voice Lowering Fixture

This fixture tests whether Weksa can lower Brokkr Persona intent through the shared Eddic source-tradition profile and the Brokkr-specific Skaldskaparmal referent without falling into generic fantasy-smith voice.

The test is deliberately small: one interlingua packet, one rendered utterance, and one trace naming the activated cultural ontology axes.
