CultLib pin a8aedda -> c2a9a6e so a consumer can build odin-core without a path override

Browse source 
Muninn's committed workspace patch pointed CultLib at a sibling checkout to
unify this pin with its own; on a build host without that checkout the
diamond bites. odin-core and sleipnir-daemon check on Windows against the
new pin; odin-daemon is Linux-only as before.
