# The Missing Relief Cohort
Later Papsenai accounts give this event a name rendered here as the Shield Levy
Winter. The word does not settle the local calendar. No surviving copy names
the campaign, its authorities, or the communities that supplied Ti'asantatca.
What remains is narrower: marks at the stores, Circle shift papers, household
testimony, and a military claim made during the review.
## The grain left first
War had reduced field labor and transport while the gulf storm was worsening.
An unnamed campaign authority demanded food from communities that supported the
stormshield. Local authorities released grain before their account separated
household subsistence and seed from anything available for negotiation.
Store workers could show what the collectors took. They had no paired account
of the protection or return promised for it. The campaign authority maintained
that refusing supplies would abandon other communities to the war.
## The empty relief watch
The same campaign tried to take trained shield workers for another target. A
relief cohort and its attendants were assigned away before competent
replacements completed the handoff. Circle workers kept the assignment beside
warnings from the active watch.
Those workers remained at the shield without the missing relief or provisions.
When the storm pressure rose, one protected section yielded. Wind and water
reached dwellings, stores, and shield works. Grain left after the collection
was lost there. Workers were injured or disabled; the surviving papers do not
give their number.
## The claims met after the breach
The store marks established extraction, but they could not show whether the
shield could bear it. Circle records showed the absent cohort, the broken
overlap, and warnings made before the section yielded. Households testified to
the reserve they lacked and the exposure that followed.
The campaign authority kept the wider war before the review. Store, Circle,
and household evidence placed both demands inside the same failure. Collection
had weakened the households and stores supporting the shield while diversion
removed the people meant to relieve its active workers. The Circles retained
technical judgment over the barrier.
## What later claimants had to carry
Later local assessments identified subsistence and seed before declaring a
surplus available for negotiation. An emergency collector had to leave a
receipt with the taking. It named the source and recognizable amount, the
authority and recipient, and what protection or return could later be reviewed.
Shield workers no longer fell within an ordinary military levy. A worker could
volunteer for another target after the Circle recorded consent and a competent
replacement accepted the handoff. An operational lead could refuse a diversion
that left no credible overlap or recovery body. Emergency collection and
volunteering remained possible.
The first store marks survived beside claims for consumed seed, damaged
dwellings, and disabled workers. The event does not record which of those
claims were ever paid.

## Papsenai and Ti'asantatca
Papsenai tribes are famous for agriculture guided by long attention to possible seasons. Their shamans can bind their work to a field, herd, road, or weather front and labor toward a favorable future over months or years. Before such work begins, households separate seed and subsistence from what they can risk, then argue over which bounded result the land, labor, and weather can still bear. A favorable field does not prove that hunger, lost hands, or the bad season vanished; the pressure may have moved beyond the shaman's chosen boundary.
Papsenai tribes are famous for agriculture guided by long attention to possible
seasons. Their shamans can bind their work to a field, herd, road, or weather
front and labor toward a favorable future over months or years. Households set
aside seed and subsistence before arguing over what the land and their own labor
can risk. The chosen future has an edge; no harvest account proves what happened
beyond it.
Ti'asantatca stands beside a storm that does not end. Its Stormshield Circles maintain overlapping watches: the incoming shaman takes hold before the outgoing worker releases the threatened section, while observers compare both accounts against the weather. Relief depends upon food, dry rest, medicine, clear paths, and labor drawn from the same fields and households the shield protects. If provisions fail or a replacement arrives too late, an apparently whole barrier can lose a section to wind and water, exposing homes, stores, and the shield station itself.

barrier protects. A shield can still look whole after the people able to
sustain its next watch have already been spent.
Papsenai accounts remember an old campaign that demanded grain and diverted a relief cohort at the same time. The storm took dwellings and stores after the remaining workers extended their watches. Store marks, shift records, and household testimony from that failure are still cited when a levy claims both the harvest and the people who keep it sheltered.

# KALSA-036 — Papsenai Shield-Levy Knowledge
## Objective
Test whether Public lets inhabitants carry Papsenai knowledge about long-horizon
shamanic risk, seed and subsistence, continuous shield labor, wartime demand,
and reserve failure. Add a source only if the current overview cannot sustain
an evidence-bearing encounter without hidden canon.
## Source inventory
- **Seed:** hereditary southern-gulf agrarian tribes; valuable surplus;
Ti'asantatca beside a perpetual storm; powerful shamans continuously maintain
a shield until exhaustion and replacement. The seed's Alliance and Intuition
counterpart remain unresolved.
- **Adopted canon:** Papsenai polity owns land, agricultural cycle, risk, and
political memory; Stormshield Circles owns training, shifts, handoff, rest,
consent, refusal, warnings, and failure response; Shield Levy Winter alone
owns the double demand, damage, evidence, settlement, and omissions.
- **Unknowns:** campaign, date, duration, claimants, participants, quantities,
exact losses, local terms, present adopters, shield layout, and Alliance or
Intuition involvement.
## Authority map before repair
- **Owner:** hidden subject/event notes own fact; Public owns presentation.
- **Inputs:** field and store reserves, campaign collection, shield relief,
attendants, handoff, warnings, household testimony, store marks, shift
records, storm damage, and settlement.
- **Outputs:** harvest and shield decisions, bounded refusal, inspectable
collection, operational limits, historical memory, and play consequences.
- **Derived state:** forecasts, `winter`, Public prose, and review reports
cannot establish calendars, Alliance participation, quantities, or magic.
- **Forbidden writers:** favorable futures cannot create food; talent cannot
create public debt; military need cannot decide shield safety; operational
leads cannot own harvest allocation; a receipt cannot legalize seizure.
- **Shared path:** reserve accounting -> bounded target and shield provision ->
double wartime demand -> lost relief and stores -> storm damage -> separate
material/shift/household evidence -> settlement and incomplete repair.
- **Cut line:** preserve the current overview wherever it already carries real
material sequence; cut only narrator checksum, list-clause, or hidden-author
framing the council can locate exactly.
## Falsification
- **Marginal view:** a land-poor household loses both seed protection and a
worker to obligations made by authorities with deeper stores.
- **Stress case:** the Shield Levy Winter demands grain and a relief cohort
while transport, field labor, and the stormshield are already under pressure.
## Institutional model
- **Function:** protect long-horizon field and shield work from decisions that
consume their reserves before visible failure.
- **Authority and limits:** households and local assessors classify seed,
subsistence, and negotiable grain; campaign authorities seek contribution;
Circle leads judge viable handoff and overlap. None inherits the others'
competence.
- **Material support:** field labor, transport, stores, seed, provisions,
attendants, competent relief, dry rest, warning records, and household care.
- **Doctrine versus practice:** wider protection can justify emergency demand;
the double demand joined grain collection to loss of the relief body that
sheltered what remained.
- **Beneficiaries, costs, exclusion, refusal:** the campaign sought food and
trained workers; supplying communities lost reserve and exposure capacity;
active workers carried longer watches; later practice gave Circle leads a
bounded refusal without settling every material claim.
- **Historical formation:** the breach made reserve classification, paired
receipts, shield-worker levy limits, consent, replacement, and operational
refusal part of later practice.
- **Internal contradiction:** contribution remains possible while the people
responsible for local survival can stop a demand whose wider purpose may be
real.
- **Player-facing consequence:** a store mark, absent assignment, warning,
household copy, or later receipt can alter collection, watch coverage,
exposure, recovery, and old claims without resolving the war.
## Review council
- **Baseline:** `KALSA-036-baseline-01`.
- **Protected:** event singularity; no Alliance backfill; continuous shield
labor; real wartime need; incomplete settlement; unresolved particulars.

## Repair
- Tightened the Public Papsenai overview while preserving prior reserve and
overlapping-watch mechanisms.
- Replaced `Papsenai accounts` and its compressed proof bundle with
`The Missing Relief Cohort`, a presentation-only reconstruction organized by
released grain, an absent relief cohort, the yielded section, divided
evidence, bounded settlement, and unpaid claims.
- Linked the source from the overview and Public index without expanding the
Magic survey or publishing the author taxonomy.
- Rejected repaired-01 when AI-Isms found a new `did not claim X; showed Y`
correction frame. Repaired-02 restated campaign pressure, compound evidence,
and Circle technical authority as positive sequence; every seat reran.
## Authority map after repair
- **Owner:** the hidden polity, Circle, and event notes retain fact; the Public
overview, source, and index own presentation only.
- **Inputs:** unclassified release, store marks, absent paired account, cohort
assignment, warnings, extended watches, breach, household testimony,
military claim, settlement, and residual claims.
- **Outputs:** concise cultural bearings, a direct inhabited source route,
distinct evidence scopes, consequential authority limits, and a partial
historical afterlife.
- **Derived state:** the translated event name, reconstruction, later account,
and receipts cannot create dates, actors, quantities, technical findings,
Alliance history, or proof of compensation.
- **Forbidden writers:** military need cannot write shield safety; store marks
cannot write handoff capacity; Circle records cannot write the wider war;
settlement cannot write away material loss.
- **Shared path:** grain release and cohort diversion -> lost reserve and
overlap -> breach -> separate store, Circle, household, and military claims
-> bounded later practice -> surviving loss.
- **Deleted authority:** the Public narrator no longer speaks as one Papsenai
memory or pre-adjudicates the evidence collision.
## Verification
- [x] Seven diagnoses and same-snapshot final regressions; repaired-01 rejection
is preserved separately.
- [x] Seed, layout, links, publication boundary, lore tools, Quartz, and exact
output passed: 9 witnesses, 575 links across 73 canonical notes, 13 Public
inputs, and 41 generated outputs.
- [x] Rendered source inspected and live Peoples-to-source route clicked.
## Decision record
- **Adopted:** one bounded Public Shield Levy carrier; distinct store, Circle,
household, and campaign claims; the double-demand material chain; the
settlement's changed practice and incomplete repair.
- **Explicitly not adopted:** dates, calendar, campaign, communities, names,
offices, quantities, technical geometry, current claimant, universal law,
Alliance or Intuition participation, heroic refusal, complete compensation,
or a full account of Papsenai future-work.
- **Unresolved:** every protected unknown above, including the reach of later
adoption and payment of surviving claims.
- **Project-memory judgment promoted:** institutions can lose future capacity
before their visible output fails; reserve and relief are state, not scenery.
- **Next pressure:** prophetic houses, Sunwall allocation, and the Closed Lift
Appeal need the same situated-source test.

## Allowed pressure
Diagnose the Public Papsenai/Ti'asantatca route. Repair may tighten its overview,
add navigation, and add one Shield Levy source only if earned. It may not name
unknown actors or offices, establish the Alliance or Intuition polity, invent a
calendar/season, universalize settlement procedure, specify shield mechanics,
or turn military need or local refusal into the narrator's approved politics.
## Protected strengths
- Shamanism steers reachable futures and does not create seed, food, water, or
labor from nothing.
- Subsistence and seed reserves precede negotiable surplus.
- Stormshield protection requires overlapping handoff, observers, food, rest,
medicine, routes, and relief.
- The Shield Levy demand compounded collection and relief diversion; wartime
need remained real but not technically dispositive.
- Settlement changed records and levy boundaries without restoring every loss.
## Ghostlight lens
Contact may begin at a store, missing relief cohort, exposed shield section,
collection record, household copy, or warning. Evidence includes store marks,
collection testimony, shift records, assignment, warnings, damage, reserves,
and later receipts. Supported action must change stores, shield capacity,

# Critic Report
## Concise diagnosis
**Block.** The section's strong facts arrive as three dense review-complete
paragraphs: inventory, corrective qualification, conditional failure, then an
evidence checksum. The material should survive; the scaffold should not.
## Protected successes
- Overlapping watches and the missing relief body are vivid mechanisms.
- Seed/subsistence separation is specific and necessary.
- The conditional shield-failure paragraph earns much of its inventory.
## Findings
### AIP36-01 — Checklist concentration flattens lived practice
- **Priority:** High-value
- **Location:** all three Papsenai paragraphs.
- **Evidence:** repeated four-to-six item lists cover targets, inputs, support,
damage, and evidence.
- **Effect:** readers see criteria satisfied rather than an institution lived.
- **Repair direction:** keep concise bearings; move dense event sequence into a
source organized by store, cohort, watch, and damaged section.
- **Collateral risk:** do not remove functional inputs merely to shorten prose.
- **Confidence:** High.
### AIP36-02 — Corrective/checksum endings pre-explain every paragraph
- **Priority:** High-value
- **Location:** `A favorable field does not prove...`; `If provisions fail...`;
final `are still cited...` sentence.
- **Evidence:** each paragraph closes by interpreting the mechanism.
- **Effect:** cadence becomes predictable and distrusts the reader.
- **Repair direction:** preserve one necessary limit; let the source's damage,
evidence, and unpaid loss carry the rest.
- **Collateral risk:** the `apparently whole barrier` image is concrete and may
be worth retaining.
- **Confidence:** High.
### AIP36-03 — A new source could become another procedural template
- **Priority:** Essential
- **Location:** prospective source.
- **Evidence:** the event contains several owners, records, reforms, and losses.
- **Effect:** a balanced chorus, exhaustive settlement list, or hook-menu close
would reproduce the same machine prose at greater length.
- **Repair direction:** use asymmetrical sequence and changed objects; end on a
surviving material receipt, not a thesis.
- **Collateral risk:** keep the military claim audible and incomplete.
- **Confidence:** High.
## Tempting edit to resist
Do not purge every list. The watch support chain is materially functional.
## Ranked actions
1. Add one source shaped by objects and action.
2. Tighten only repeated survey scaffolding.
3. Reject a moral or hook-list ending.

# Critic Report
## Concise diagnosis
**Block.** `Papsenai accounts` makes tribes, households, stores, Circle workers,
and campaign authorities share one memory and interest. The event already owns
asymmetrical carriers that can safely displace that consensus.
## Protected successes
- Bounded shamanism remains material and incomplete.
- Circle overlap and relief produce situated working knowledge.
- Wartime need remains audible without becoming technical proof.
## Findings
### CSK36-01 — `Papsenai accounts` is unowned collective memory
- **Priority:** Essential
- **Location:** final Papsenai paragraph.
- **Evidence:** households, store workers, Circle witnesses, political users,
and military accounts preserve different parts.
- **Effect:** plurality collapses into narrator consensus.
- **Repair direction:** route to an incomplete source with declared carriers.
- **Collateral risk:** no invented archive, council, or native event name.
- **Dependency:** event owner.
- **Confidence:** High.
### CSK36-02 — Evidence loses useful domain and blind spot
- **Priority:** Essential
- **Location:** evidence list in the final sentence.
- **Evidence:** store, Circle, household, military, and later review records
establish different consequences.
- **Effect:** documents become a frictionless bundle.
- **Repair direction:** let each object enter when its claim is tested; avoid an
equal-voice symposium.
- **Collateral risk:** no carrier becomes complete truth.
- **Dependency:** Institutional Causality.
- **Confidence:** High.
### CSK36-03 — The military account disappears
- **Priority:** Essential
- **Location:** current Shield Levy summary.
- **Evidence:** campaign authority claimed the demands served wider protection;
challengers disputed compounding, not wartime need itself.
- **Effect:** refusal becomes narrator-approved politics.
- **Repair direction:** preserve the claim and its inability to decide local
reserve sufficiency or shield safety.
- **Collateral risk:** hearing the claim must not excuse missing records or
unsafe handoff.
- **Dependency:** History.
- **Confidence:** High.
### CSK36-04 — Institutional reproduction has no carrier
- **Priority:** High-value
- **Location:** all three Public Papsenai paragraphs.
- **Evidence:** household/store copies, Circle trainers, failure records, and
later assessments reproduce practice in hidden canon.
- **Effect:** institutions appear as stable administrative nouns.
- **Repair direction:** show how the event's records changed later reserve,
receipt, and handoff practice while families retain claims.
- **Collateral risk:** do not make this the origin of all Papsenai practice.
- **Dependency:** polity and event owners.
- **Confidence:** High.
## Tempting edit to resist
No universal archive, equal-voice dialogue, Alliance participant, or full Circle
primer.
## Ranked actions
1. Publish one incomplete, carrier-owned reconstruction.
2. Keep military and local knowledge asymmetrical.
3. Preserve missing terms and actors.

# Critic Report
## Concise diagnosis
**Block.** Public gives strong bearings and stops before contact, evidence
leverage, responding owners, and a settlement horizon.
## Protected successes
- Reserve and overlapping handoff create concrete thresholds.
- An intact barrier can conceal a spent relief body.
- Military need remains a defensible opposing course.
## Findings
### GPC36-01 — No routed Papsenai source
- **Priority:** Essential
- **Location:** Papsenai overview and Public index.
- **Evidence:** situated sources exist for other traditions, none here.
- **Effect:** readers cannot enter at store, cohort, warning, or exposed section.
- **Repair direction:** add and route one declared Shield Levy reconstruction.
- **Collateral risk:** no current patron, exact losses, or reusable hook format.
- **Confidence:** High.
### GPC36-02 — Evidence has no responding-owner handoff
- **Priority:** Essential
- **Location:** final overview paragraph.
- **Evidence:** order, store marks, testimony, shift/assignment/warning records,
and military claim support distinct actions and responses.
- **Effect:** evidence is texture, not leverage.
- **Repair direction:** expose the evidence collision and bounded responses.
- **Collateral risk:** no record owns the whole decision.
- **Confidence:** High.
### GPC36-03 — Settlement and losses are outside Public play
- **Priority:** High-value
- **Location:** omitted event aftermath.
- **Evidence:** reserve/receipt/handoff rules changed while losses survived.
- **Effect:** readers cannot see durable consequences of success or failure.
- **Repair direction:** carry the settlement and limits without a hook menu.
- **Collateral risk:** no universalization or total justice.
- **Confidence:** High.
## Tempting edit to resist
Do not replace the overview with procedure or make refusal the only correct
course.
## Ranked actions
1. Add one source and direct route.
2. Expose evidence and consequence.

# Critic Report
## Concise diagnosis
**Block.** The overview remembers damage but omits the compound formation
crisis, divided interpretations, and settlement that made later reserve and
shield practice historically contingent.
## Protected successes
- The event predates any established Alliance and must remain separate.
- Wartime need and local reserve/shield safety remain incompatible claims.
- The settlement is real and incomplete.
## Findings
### HCC36-01 — Formation crisis is compressed past causality
- **Priority:** Essential
- **Location:** final Papsenai paragraph.
- **Evidence:** grain release and relief diversion compounded before the shield
yielded.
- **Effect:** later practice appears narrator-designed.
- **Repair direction:** reconstruct the full crisis and evidence path.
- **Collateral risk:** no date, campaign, season, names, or Alliance.
- **Confidence:** High.
### HCC36-02 — Divided memory becomes consensus
- **Priority:** High-value
- **Location:** `Papsenai accounts remember`.
- **Evidence:** military, Circle, household, and political accounts preserve
incompatible uses.
- **Effect:** history stops being an active resource in conflict.
- **Repair direction:** carry accounts through their evidence and later claims,
not balanced viewpoint paragraphs.
- **Collateral risk:** no narrator verdict.
- **Confidence:** High.
### HCC36-03 — Incomplete repair has no Public afterlife
- **Priority:** High-value
- **Location:** omitted event settlement.
- **Evidence:** procedure changed; seed, dwellings, disability, and household
claims remained.
- **Effect:** failure becomes a cautionary anecdote rather than institutional
path dependence.
- **Repair direction:** preserve both changed practice and unpaid losses.
- **Collateral risk:** no universal reform or invented compensation.
- **Confidence:** High.
## Tempting edit to resist
Do not turn this into the Alliance's founding or a triumph of antiwar politics.

# Critic Report
## Concise diagnosis
**Block.** Public already reproduces the shield's material mechanism unusually
well. It does not reproduce the authority, refusal, evidence, or settlement
path that made the Shield Levy Winter institution-forming.
## Protected successes
- Incoming contact precedes outgoing release; observers compare the handoff.
- Agriculture and shielding consume real reserves, labor, care, and time.
- Circle operation, tribal provision, and city decisions remain separate in
hidden canon.
## Findings
### IC36-01 — The double demand has no authority handoff
- **Priority:** Essential
- **Location:** final Public Papsenai paragraph.
- **Evidence:** local authorities released grain; campaign collectors took it;
a cohort and attendants were reassigned; Circle leads owned safe overlap.
- **Effect:** the failure reads as generic overreach rather than conflicting
authorities crossing their limits.
- **Repair direction:** one source carrying demand, release, diversion, warning,
review, and bounded settlement with each acting owner.
- **Collateral risk:** no universal council, court, or emergency law.
- **Dependency:** event and Circle owners.
- **Confidence:** High.
### IC36-02 — Separate evidence becomes one proof bundle
- **Priority:** Essential
- **Location:** `Store marks, shift records, and household testimony...`.
- **Evidence:** stores establish extraction; Circle records establish lost
overlap/exhaustion; households establish reserve loss; military need remains
a political claim.
- **Effect:** no reader can tell which evidence changes which decision.
- **Repair direction:** expose the evidence-owner collision in sequence.
- **Collateral risk:** no record may own the whole finding.
- **Dependency:** Culture and Ghostlight.
- **Confidence:** High.
### IC36-03 — Public omits what settlement changed
- **Priority:** High-value
- **Location:** end of Papsenai section.
- **Evidence:** reserve identification, reviewable receipts, shield-worker levy
limits, consent/replacement, and operational refusal followed the event.
- **Effect:** institutions remember but do not reproduce correction.
- **Repair direction:** carry bounded changes and unpaid losses through source.
- **Collateral risk:** procedure is one settlement, not a constitution.
- **Dependency:** History and Material Life.
- **Confidence:** High.
## Pattern or dependency map
reserve and relief -> double demand -> unsafe release/diversion -> lost overlap
-> damage -> store/Circle/household/military evidence -> bounded settlement.
## Tempting edit to resist
Leave the overview's strong agricultural and watch mechanics intact; do not
replace them with an office chart.

## Concise diagnosis
**Block.** Public names reserves and shield support, then skips the exact
handoffs that failed and the material settlement that followed.
## Protected successes
- Seed, ground, water, draft capacity, storage, transport, and household need
remain prior to surplus.
- Shield work includes relief, observers, attendants, caregivers, provisions,
paths, and recovery.
- Storm and military need remain real; correction remains partial.
## Findings
### MLE36-01 — Reserve-to-levy handoff disappears
- **Priority:** Essential
- **Location:** first and third Papsenai paragraphs.
- **Evidence:** reduced transport/field labor, unseparated reserve, released
grain, and absent paired receipt are adopted.
- **Effect:** specific resource failure becomes generic extraction.
- **Repair direction:** show constraint, classification failure, release, and
missing return record in one source.
- **Collateral risk:** no crop, amount, transport mode, office, or formula.
- **Confidence:** High.
### MLE36-02 — Shield-support failure is missing from the history
- **Priority:** Essential
- **Location:** second and third paragraphs.
- **Evidence:** cohort and attendants left before replacement; workers lacked
relief and provisions; section yielded; water/wind damaged homes, stores,
grain, infrastructure, and bodies.
- **Effect:** support becomes a checklist and exhaustion an automatic invoice.
- **Repair direction:** carry the full support-to-damage chain.
- **Collateral risk:** no geometry, ratio, shift length, medical taxonomy, or
casualty count.
- **Confidence:** High.
### MLE36-03 — Material settlement becomes `records are cited`
- **Priority:** High-value
- **Location:** final Public sentence.
- **Evidence:** reserves, receipts, shield exemptions, consent/replacement, and
operational refusal changed; losses remained.
- **Effect:** memory cannot alter later allocation or capacity.
- **Repair direction:** close on changed practice and surviving loss.
- **Collateral risk:** no universal law, Alliance, court, or restitution.
- **Confidence:** High.

# Critic Report
## Concise diagnosis
**Block.** The Public route gives excellent bones and then evaporates at the
survey. No situated owner, decision surface, or onward Papsenai destination
carries the winter into play.
## Protected successes
- Subsistence/seed precede risk and surplus.
- Watch overlap, bodily relief, and coupling to farms/homes are clear.
- The double extraction and later evidence forms are compelling.
## Findings
### REN36-01 — Route stops at the survey
- **Priority:** Essential
- **Location:** Public index and Papsenai section.
- **Evidence:** no dedicated source/place link or safe onward route.
- **Effect:** curiosity evaporates.
- **Repair direction:** add a bounded source with return links.
- **Collateral risk:** no glossary or complete primer.
- **Confidence:** High.
### REN36-02 — Historical ownership is gestured, not situated
- **Priority:** Essential
- **Location:** all three paragraphs.
- **Evidence:** categories name claims but no carrier preserves or deploys them.
- **Effect:** narrator history replaces living precedent.
- **Repair direction:** compare Circle/store records, household testimony, and
levy claim in one declared source.
- **Confidence:** High.
### REN36-03 — Shamanic risk is bounded but not inspectable
- **Priority:** High-value
- **Location:** first paragraph and Magic overview.
- **Evidence:** target/boundary are named without a decision or receipt.
- **Effect:** mystery reads as author abstraction.
- **Repair direction:** show one bounded shield target and contested consequence;
do not answer metaphysical displacement.
- **Confidence:** High.
### REN36-04 — Shield labor produces no decision surface
- **Priority:** High-value
- **Location:** second and third paragraphs.
- **Evidence:** handoff and double demand are causal but no claimant acts.
- **Effect:** no choice changes store, watch, levy, or exposed section.
- **Repair direction:** let one source carry the confrontation.
- **Confidence:** High.
### REN36-05 — Compressed checklist prose exposes scaffolding
- **Priority:** High-value
- **Location:** all three paragraphs.
- **Evidence:** dense inventories and polished corrective clauses recur.
- **Effect:** it reads like review criteria rather than inhabited friction.
- **Repair direction:** compress survey and let source objects carry detail.
- **Collateral risk:** keep overlap and reserve mechanics.
- **Confidence:** High.
## Tempting edit to resist
Leave exact magic/storm mechanics, event particulars, and universal tribe/Circle
structure mysterious; do not imitate Low Sere's cast-and-council shape.
## Ranked actions
1. Add a direct situated source.
2. Show evidence, decision, and consequence.

## Candidate verification
All 23 raw SHA-1 digests match `KALSA-036-repaired-01`.
## Finding resolution
- **AIP36-01:** Resolved. The overview now carries bearings while the source
moves through grain, cohort, breach, review, and settlement.
- **AIP36-02:** Resolved. The overview retains one earned image of spent future
capacity without making every paragraph end in a corrective gloss.
- **AIP36-03:** Blocked by a new instance in the repaired source.
## New essential finding
### AIP36-R01 — The central adjudication uses the prohibited correction frame
`The challengers did not claim that the wider war needed nothing. They showed
that...` is the same `not X; Y` construction this critic exists to catch. The
following `remained... did not become...` pair repeats the explanatory
correction. Together they turn the evidence collision into a narrator's
approved rebuttal just as the prose should become most situated.
Repair the paragraph as positive historical sequence: allow the campaign claim
to state its object, then say what the review found about the two demands and
which authority that finding could constrain. Do not describe an argument the
challengers supposedly refrained from making.
## Verdict
**Block.** One localized repair is required. Freeze a new candidate and rerun
all seven seats; no repaired-01 regression should certify repaired-02.

## Candidate verification
All 23 raw SHA-1 digests match `KALSA-036-repaired-02`.
## Finding resolution
- **AIP36-01:** Resolved. The overview now carries concise reserve and overlap
bearings; the source proceeds through objects whose condition changes.
- **AIP36-02:** Resolved. One concrete image of spent relief remains. Paragraph
endings no longer march through qualification and narrator checksum.
- **AIP36-03:** Resolved. The source is asymmetrical and chronological. It has
no balanced chorus, hook menu, moral thesis, or exhaustive procedural close.
- **AIP36-R01:** Resolved. The review now states the campaign claim, locates the
compound failure in surviving evidence, and assigns technical judgment to
the Circles in positive sequence. The prohibited correction frame is gone.
## New defects
None. Necessary epistemic limits (`the marks established extraction, but could
not show whether the shield could bear it`) distinguish evidentiary scope; they
do not set up a slogan, moral reversal, or flattering thesis. The final unpaid
claims remain material rather than functioning as a generic complexity coda.
## Essential further change
None.
## Verdict
**Pass.** The repaired source carries its institutional distinctions through
action and evidence without exposing the council checklist in its prose.

# Critic Report
## Concise regression
**Pass.** All 23 raw SHA-1 candidate hashes match
`KALSA-036-repaired-02`. The Public source now reconstructs one event through
incomplete store, Circle, household, and military carriers without making any
one of them the voice of Papsenai culture or the owner of the whole finding.
## Finding resolution
| Finding | Result | Evidence |
| --- | --- | --- |
| CSK36-01 | Resolved | The overview no longer uses `Papsenai accounts` as the event narrator. The source declares missing campaign, authorities, and communities, then names the surviving carrier types. Its opening reference to later Papsenai accounts is limited to the rendered event name rather than ownership of the reconstruction. |
| CSK36-02 | Resolved | Store marks establish extraction but not shield capacity; Circle papers establish the absent cohort, overlap, and warnings; households establish missing reserve and exposure; the campaign claim carries wider wartime need. These sources meet in sequence rather than as an equal-voice symposium. |
| CSK36-03 | Resolved | The campaign authority keeps wider protection before the review, while store, Circle, and household evidence locates the compound failure and the Circles retain technical judgment over the barrier. Hearing the military claim does not excuse missing records or unsafe handoff. |
| CSK36-04 | Resolved | Later assessments carry reserve separation, receipts carry reviewable promises, Circle records carry consent and replacement, operational leads carry bounded refusal, and surviving store marks remain beside household material claims. The source does not claim this event originated all Papsenai future-work. |
## New defects
None. The localized positive-sequence rewrite does not create a neutral
narrator, universal Papsenai consensus, complete archive, or authoritative
military account.
## Protected material
- Preserve bounded, materially supported Shamanism and the overview's
overlapping-watch knowledge.
- Preserve incompatible useful domains and blind spots among stores, Circles,
households, and campaign authority.
- Preserve the missing names, calendar, quantities, technical geometry,
Alliance role, and Intuition role.
- Preserve unpaid seed, dwelling, disability, and household claims.
## Essential further change
None.
## Leave alone
Do not add a universal archive, equal-voice dialogue, native event term,
Alliance participant, Circle primer, or concluding verdict on whether local
refusal or wider wartime need was politically correct.

## Finding status
| Finding ID | Disposition | Status | Evidence |
| --- | --- | --- | --- |
| GPC36-01 | Accepted | Resolved | `The Missing Relief Cohort` is directly linked from both the Papsenai overview and Public source route, with return links. It opens on reduced labor and transport, a worsening storm, grain collection, and a relief cohort removed before competent handoff. |
| GPC36-02 | Accepted | Resolved | Store marks establish extraction; the missing paired account exposes absent promised return; assignment and Circle warnings establish the broken overlap; household testimony establishes missing reserve and exposure. The campaign authority answers with wider-war need, while the Circles retain bounded technical judgment over the barrier. Evidence now changes what collectors, assessors, and operational leads can claim or refuse. |
| GPC36-03 | Accepted | Resolved | The source carries later reserve assessment, emergency receipts, shield-levy limits, recorded consent, competent replacement, and operational refusal. Consumed seed, damaged dwellings, disabled workers, and unpaid claims remain durable consequences rather than a solved ending. |
## New defects within remit
None. Repaired-02's localized review paragraph preserves the opposing military
course and sharpens the responding-owner boundary without adding a hook list,
answer key, or universal action menu.
## Protected strengths
- Bounded shamanic targets, prior seed and subsistence, overlapping handoff, and
the whole-looking shield with a spent relief body remain visible.
- Military necessity remains a defensible course without becoming proof that
collection or diversion was safe.
- No record owns the whole dispute, and no recovered object grants automatic
title or total remedy.
- Unknown actors, losses, quantities, shield geometry, current claimants, and
Alliance involvement remain unknown.
- The event has inhabitants, authorities, and consequences before player
attention; the source contains no patron or quest-menu scaffolding.
Play trace: worsening storm and double demand -> grain released and relief
assigned away, or reserve and handoff limits contested -> an apparently whole
shield hides exhausted capacity until one section yields -> store workers,
Circle workers, households, and campaign authority bring different evidence ->
later assessment, receipts, levy limits, and refusal change while material
claims remain unpaid.
## Essential further change
None.
## Leave alone
- Keep direct routing from the overview and Public index.
- Keep the source organized around grain, the absent cohort, the yielded
section, evidence collision, and partial settlement.
- Keep the repaired-02 distinction between wider-war pressure and Circle
technical judgment.
- Keep the unpaid losses, missing particulars, and absence of a hook list.
## Verdict
**Pass.** GPC36-01 through GPC36-03 are resolved. The repaired Public route now
offers contact, accessible evidence, supported alternate courses, responding
owners, and durable consequences without introducing a new Ghostlight defect.

| HCC36-02 | Accepted | Resolved | Store marks establish extraction, Circle records establish lost overlap and warning, households establish missing reserves and exposure, and the campaign authority keeps wider-war need before the review. | HCC36-03 | Accepted | Resolved | The close places changed assessment, receipt, levy, consent, handoff, and refusal practices beside surviving claims for consumed seed, damaged dwellings, and disabled workers. It does not invent payment or complete restitution. |
## New defects within remit
None. The localized change does not alter event sequence, ownership, historical
carriers, settlement, or consequence horizon.
## Protected strengths
- The event remains separate from the unestablished Alliance and unresolved
Intuition polity.
- Wartime need remains politically real without deciding reserve sufficiency or
safe shield operation.
- The title's `Winter` is explicitly denied authority over the local calendar.
- Unknown actors, quantities, campaign, technical geometry, casualties, and
later adoption remain unknown.
- The overview retains the delayed-failure image of a whole-looking shield whose
next relief watch has already been spent.
## Essential further change
None.
## Leave alone
- Keep the source organized through grain, the absent relief cohort, the yielded
section, the evidence collision, and the partial settlement.
- Keep the repaired-02 review paragraph: campaign need remains present, evidence
locates the compounded failure, and Circle judgment stays technical.
- Keep store, Circle, household, and military claims separate and asymmetric.
- Keep unpaid material losses beside procedural reform.
- Do not add an Alliance origin, named participants, a narrator verdict, or a
universal settlement claim.
## Verdict
**Pass.** HCC36-01 through HCC36-03 remain resolved in
`KALSA-036-repaired-02`. The localized prose repair introduces no History
regression or new defect.

## Concise regression
**Pass.** All 23 raw SHA-1 candidate hashes match `KALSA-036-repaired-02`.
The localized review-paragraph rewrite preserves separate authority over grain
release, shield handoff, evidence, political review, and later refusal while
keeping the settlement bounded and incomplete.
## Finding resolution
| Finding | Result | Evidence |
| --- | --- | --- |
| IC36-01 | Resolved | The unnamed campaign authority demands grain and workers; local authorities release grain; store workers record collection; Circle workers preserve assignment and warnings; households carry exposure; operational leads receive the later bounded refusal. |
| IC36-02 | Resolved | Store marks establish extraction, Circle papers establish lost overlap and warning, household testimony establishes missing reserve and exposure, and the campaign authority keeps wider wartime need before review without gaining technical judgment over the barrier. The positive-sequence rewrite still requires the evidence bodies to meet; no record owns the whole finding. |
| IC36-03 | Resolved | The source carries reserve-first assessment, reviewable receipts, exemption from ordinary military levy, recorded consent, competent replacement, and operational refusal beside unpaid seed, dwelling, and disability claims. |
## New defects
None. The repaired paragraph does not transfer shield judgment to the review,
the campaign authority, or a generic narrator. The source creates no universal
court, emergency constitution, staffing ratio, Alliance participant, or
complete remedy.
## Protected material
- Preserve the overview's bounded agriculture and overlapping-watch mechanism.
- Preserve wider wartime need as a live political claim that cannot decide
local reserve sufficiency or technical shield safety.
- Preserve unnamed actors, uncertain quantities and mechanics, and the
settlement's unpaid losses.
## Essential further change
None.
## Leave alone
Do not expand this event carrier into a Circle office chart, universal levy
code, Alliance history, shield schematic, or heroic refusal narrative.

# Critic Report
## Concise diagnosis
**Pass.** All 23 raw SHA-1 hashes match the repaired packet. The new Public
source restores every material handoff identified in MLE36-01 through
MLE36-03, preserves the owners' limits, and introduces no new material or
ecological defect.
## Protected successes
- Seed and household subsistence remain prior to negotiable surplus; magical
future-work does not create grain, transport, labor, or reserve from nothing.
- The shield remains a body of active workers, relief, attendants, observers,
provisions, handoff, rest, and recovery rather than one heroic shaman.
- The worsening storm and wider wartime need remain real pressures without
acquiring technical authority over shield capacity.
- The settlement changes later practice while leaving consumed seed, damaged
dwellings, disabled workers, and unpaid claims materially present.
## Findings
### MLE36-01 — Resolved
- **Priority:** Essential
- **Location:** `Public/Sources/The Missing Relief Cohort.md`, `The grain left
first`.
- **Evidence:** The source carries reduced field labor and transport into the
unclassified release of grain. Store workers can establish the taking but
possess no paired account of promised protection or return.
- **Effect:** The earlier gap is closed: seed, subsistence, negotiable surplus,
collection, and missing record now form one inspectable resource chain.
- **Further repair:** None.
- **Collateral risk:** Preserve the absent crop, amount, transport mode,
community, collector, and office.
- **Confidence:** High; Public and the event owner agree at every handoff.
### MLE36-02 — Resolved
- **Priority:** Essential
- **Location:** `Public/Sources/The Missing Relief Cohort.md`, `The empty relief
watch` and `The claims met after the breach`.
- **Evidence:** Cohort and attendants leave before competent replacement;
active workers remain without relief or provisions; the storm rises; a
section yields; wind and water reach dwellings, stores, grain, shield works,
and workers. Circle records retain assignment, overlap, warning, and
technical judgment.
- **Effect:** Support is no longer a checklist and exhaustion is no longer an
automatic misery invoice. Missing relief produces a specific loss of future
capacity and a bounded material failure.
- **Further repair:** None.
- **Collateral risk:** Preserve the absent shield geometry, staffing ratio,
shift length, medical taxonomy, and casualty count.
- **Confidence:** High; the source compresses rather than alters the Circle and
event owners.
### MLE36-03 — Resolved
- **Priority:** High-value
- **Location:** `Public/Sources/The Missing Relief Cohort.md`, `What later
claimants had to carry`.
- **Evidence:** Later assessment separates subsistence and seed from surplus;
emergency taking produces a reviewable receipt; ordinary military levy no
longer consumes shield workers; volunteering requires recorded consent and
competent replacement; operational leads may refuse loss of overlap or
recovery. Emergency action remains possible, and old material claims remain
unpaid or unresolved.
- **Effect:** The event now changes later allocation and capacity instead of
ending as inert remembrance or clean procedural victory.
- **Further repair:** None.
- **Collateral risk:** Do not turn this bounded settlement into universal law,
an Alliance compact, a central court, or complete restitution.
- **Confidence:** High.
## Pattern or dependency map
`reduced field labor and transport -> grain released without reserve
classification -> no paired return record` and `cohort, attendants,
provisions, and overlap -> diversion before replacement -> lost relief ->
yielded section -> damage to shelter, stores, infrastructure, grain, and
bodies -> reserve, receipt, consent, replacement, and refusal practice beside
surviving loss`.
## New defects
None. The repaired source does not add a material input, loss, recovery,
ecology, or authority absent from the event, polity, Circle, or magic owners.
## Tempting edit to resist
Do not add crop types, quantities, routes, shield machinery, seasonal ecology,
named offices, exact injuries, compensation outcomes, or a complete account of
where an unfavorable future went. Do not make Papsenai abundance depend on a
generic scarcity tax merely to prove that the setting is material.
## Ranked actions
1. No essential or high-value change remains.
2. Leave the unresolved logistics, losses, magical mechanics, and political
judgment with their present owners.

# Critic Report
## Concise diagnosis
**Pass.** All 14 root/Public raw SHA-1 hashes match the repaired packet. The
Papsenai route now moves from survey bearings into one situated historical
source, exposes the grain-and-relief failure as a material sequence, and
returns the reader to useful Public choices without resolving the storm or the
war from above.
## Reader route and ownership
- `Kalsa/index.md` remains a clear consent gate.
- `Public/index.md` now offers `The Missing Relief Cohort` directly, while
`Peoples and Polities#Papsenai and Ti'asantatca` supplies the cultural bearing
and a second link into the same source.
- The source declares what survives and who can establish it: store workers
carry the taking, Circle papers carry assignment and warnings, households
carry missing reserve and exposure, and the campaign authority keeps the
wider-war claim before the review. The Circles retain technical judgment over
the barrier; no one record becomes the narrator's complete verdict.
- The return links to `Peoples and Polities` and the Public index complete the
route cleanly.
## Material chain, choice, and consequence
The chain is now inspectable: reduced field labor and transport -> grain
released before subsistence and seed were separated -> no paired promise of
protection or return -> relief cohort and attendants diverted before a
competent handoff -> active workers continue without relief or provisions -> a
shield section yields -> wind and water damage dwellings, stores, shield works,
grain, and workers -> later reserve, receipt, consent, replacement, and refusal
requirements remain beside unpaid claims.
Consequential choices remain open at each handoff: release or contest grain,
record or conceal the taking, accept or refuse diversion, volunteer only after
replacement, preserve warnings, and press old claims against later collections.
The settlement permits emergency collection and volunteering, so the military
claim is not reduced to a cardboard villain's excuse.
## Mystery and prose
The source correctly leaves the campaign, authorities, contributing
communities, local calendar, exact quantities, worker count, shield mechanics,
and eventual payment unresolved. Its evidence can establish compounding
failure without establishing whether the wider war justified the demand.
The prose is chronological and object-led. Store marks, shift papers,
warnings, receipts, grain, provisions, and damaged places carry the argument.
The brief overview now compresses that source instead of displaying a causal
checklist, and the source avoids a hook menu, narrator moral, or author
taxonomy.
## Protected successes
- Preserve the distinction between reachable-future magic and material seed,
labor, transport, provision, rest, and recovery.
- Preserve the overlapping handoff and the delayed danger of spending the
relief body while the barrier still appears whole.
- Preserve the campaign authority's wartime claim alongside the Circles'
bounded technical judgment over the barrier.
- Preserve the partial settlement and unpaid seed, dwelling, and disability
claims.
## New defects and further change
No new defect requires repair. Do not add names, a season or calendar, exact
losses, shield engineering, an exhaustive Papsenai constitution, or a final
answer about whether the collection was politically justified. Those absences
are productive limits, not navigation failures.

# KALSA-036 Repaired-01 Rejection Receipt
The first repaired candidate resolved the baseline's institutional, historical,
and navigational failures. Its pivotal review paragraph introduced the exact
correction frame the prose repair was meant to remove: `did not claim X; showed
Y`, followed by another paired qualification. AI-Isms returned an essential
finding, so every repaired-01 regression was invalidated for certification.
The coordinator rewrote only that paragraph as positive historical sequence.
Campaign need remains before the review; the surviving evidence locates the
compound failure; Circle authority retains technical judgment over the shield.
No finding, event fact, or permitted action changed.
The blocking report is preserved under `regression-repaired-01/`. Final reports
under `regression/` must attest repaired-02.

## Protected-material ledger
- Bounded future-work, prior seed and subsistence, and uncertainty about
pressure outside the chosen target.
- Incoming contact before outgoing release, observer comparison, and the
dependence of shield labor upon the households and fields it protects.
- A real military need that does not decide local reserve sufficiency or safe
shield operation.
- One adopted event, with no date, campaign, native term, named participant,
quantity, shield schematic, Alliance role, or Intuition role.
- A settlement that changed practice without restoring seed, dwellings,
disabled workers, or every household claim.
## Finding dispositions

## Accepted repair brief
- **Allowed Public owners:** `Public/index.md`, `World/Peoples and Polities.md`,
and one new presentation-only Shield Levy source.
- **Delete first:** `Papsenai accounts` as omniscient carrier, the compressed
evidence bundle, and repeated paragraph-end explanations.
- **Build:** a declared reconstruction organized through released grain, the
absent cohort, the yielded section, the evidence collision, and partial
settlement.
- **Public carrier:** `Sources/The Missing Relief Cohort.md`.
- **Do not build:** an archive, court, new office, native terminology, exact
calendar, named campaign or actor, quantities, technical shield geometry,
Alliance or Intuition participation, universal law, heroic shaman account,
complete compensation, or a menu of adventure hooks.
- **Regression bar:** all seven seats inspect one frozen repaired body. Reader
Experience receives a newly assembled Public-only packet.
## Role overlap
Codex `/root` performs AI-Isms and coordinates. The Modeling worker performs
Institutional then Culture. The Eyes/History worker performs History then
Ghostlight. The blind Reader worker performs Reader Experience, then receives
the grounded packet for Material Life. Each turn remains within its remit; no
critic has repair authority.
## Regression closeout
- **Repaired-01 rejection:** the first source repaired every baseline defect but
introduced `did not claim X; showed Y` at the central adjudication. AI-Isms
blocked it. The receipt and blocking report remain preserved.
- **Final candidate:** all seven seats verified `KALSA-036-repaired-02`; Reader
Experience verified its matching fourteen-note root/Public projection.
- **Result:** every diagnosis finding and repaired-01 finding is resolved. No
final seat found a new defect or requested further change.
- **Leave alone:** hidden Papsenai, Circle, and event owners; missing campaign,
date, communities, actors, quantities, local terms, geometry, compensation,
later adopters, Alliance, and Intuition; Magic's deliberate omission; and the
event's inability to explain all Papsenai future-work.
- **Final council decision:** Pass.
