Five more preprovisioning requirements, each of which cost a candidate that
started, ran, and then died on a file it could not open: bundle traversal,
the setgid runtime root the write-lease hardening assumes, the lease record's
group, a default ACL on the published projection, and the route directory's
ownership left over from unprivileged Idunn.
Also states the two shapes that made every one of those faults arrive in
disguise: a store's .lock is opened whenever the store is, and CultLib reports
an unreadable file as an empty store rather than an error.
