An abort's recorded candidate cleanup is judged by candidate_cleanup_owed

The pre-fencing validator respelled the owed rule inline. Both abort
validators now compare against candidate_cleanup_owed, so the post-fencing
abort, which had no check on its recorded candidate cleanup, is held to
the same rule. One test drives both aborts through every activation and
workload row.
