The send speaks chat_send v2 only (v1 fixtures and constants gone): each say carries a basis built from
what the echoed lines showed per room. RoomMoved stops the reply, is not a refused result, and comes
back as a revision line once the interrupting messages reach pending (two polls at most); the answer
to it, and to a flush, goes out with no basis under its own -r{turn}- request ids. A delivery that
names Minds is told by the Minds' hash rank, the named first, one 8 s step per rank, each delivery's
clock its own so a stream of messages cannot postpone it.
