Two cuts, Soul-held: cut-huginn-admit-hold r2 (report h1, verdict s1: huginn admit holds a batch whose rulings/questions have in-force neighbours once, --seen admits it, fail open; its Low closed here: one 10 s deadline for the whole check) and cut-huginn-recall-dispatch r1 (reports h1-h2, verdicts s1-s2: the dispatch recall hook ported from tools/recall.py rule for rule; 0 differences from the old citation regex over 400k cases; 6-7x faster end to end). Rulings eureka-substrate:ruling:admit-hold-owner-ruled, recall-lives-in-huginn-no-cli-json. CLI only; no daemon change.
