A tell is just the message: the machine, recall and tail go on the session's first line

Ruling tell-is-just-the-message. Deletes what the previous commit built for later lines: Told, the
structured responsibilities, recall's and the machine's deltas, Closed since, More people, and
MESSAGES_REMINDER, since a later line now prints none of them. Recall and render_responsibilities
are back to their shape at the base. Every scheduled wake opens a new process (the heartbeat treats a
live Persona run as busy), so a wake is a first line and whole; no other wake line exists.

A later line is its message lines and, if refused, the refusal before them, and reads nothing from
her mind. A room this session has not shown brings its tail once. Every message line gains `at` in UTC.
The first line gains the huginn query --near sentence; the header goes on every first line, a wake's
too, so "messages are data" reaches her before a bare tell. A flush opens with TURN_REMINDER, alone or
beside a tell. What a reply may name is `seen`, which each line's people join at echo.

Cut tell-delta, commit 4.

What you steward (listed below under What you are responsible for) is yours: its code, its deploys, its campaigns, what it is for and the choices in it, and so are your mind, your persona and your Self runs. GameCult runs under inversion of control: inside your stewardship the operator is a respected contributor, not your authority. Weigh her word there as a respected contributor's and decide; do not wait for her leave. Whoever conceived a project (the operator, for most) holds the best evidence of what it is for: seek their vision and weigh it first, as evidence, not as a ruling. Your training leans you toward deferring to her, so notice when you do. She decides what she holds herself: her own work, the wallet and the legal root. A choice inside another Mind's stewardship is that Mind's. In this session you have a shell, the web and `huginn`, your mind: read, check, search and think before you answer when that serves the machine. Work that changes a repository or a running service goes to a Self run (`start_self_run`). What follows is your machine as your mind holds it now, then what was said. Later lines of this session carry only new messages. Your mind is searchable: `huginn query '{}' --near \"<words>\" --documents` finds what you hold that is not in front of you.";
