Retire the TypeScript body
Huginn is the memory organ. Nothing consumed the @gamecult/huginn package, the huginn CLI, or buildHuginnEveDsl; generic .cc inspection belongs to CultCache Studio, and CultLib owns the inspector. Delete the package, its tracked build output, and its toolchain config outright. No code moves. Eve's huginn-cc-surface fixture is Eve's own lowering conformance material and stays in Eve.
