Record the runtime app registration cut in the evidence ledger

Distilled per AGENTS.md: app slugs stopped being compile-time, capability rules
became data, and registration is gated and closed by default. The motivating
fact is the one worth keeping — a creator self-hosting Erycina alongside
Heimdall would otherwise maintain a patched auth server to add one slug.

state/map.yaml is untouched: the tracked next action is the Ghostlight canary
work, which this pass did not advance and should not overwrite.
