A QUIC test suite passed every scenario on Windows against an unrelated
msquic.dll picked up from PATH, a tenth the size of the pinned build. The
same missing copy failed loudly on Linux. Windows' search order makes silent
substitution the default failure mode.
Two rules follow. A verification step that loads a pinned native library
reports what it actually loaded, by size or hash, rather than only that the
run passed. And a defect found on one platform gets checked on the other
before it is closed, because both earlier fixes for this lived inside
if(NOT WIN32) and nobody looked.
