Wires tools/context-pack.py into the briefs: Imagination writes file_changes as Hands' context pack (exact at base, windows of at most 100 lines) and checks it with the tool; Hands expands the pack before any read and re-reads only edited windows with --since; Soul and SKILL.md step 1 point at the tool; INDEX.md names its briefs.

Mind record: spec eureka-substrate:cut_spec:cut-context-pack-briefs.r1, reports h1/h2, Soul s1 (one Low, fixed in 40e61f0) and s2 (holds). Prose only, +21/-7.

Replaces the sed -n anchor-range clause and the read-twice sentence in the Hands brief.
