## 2026-10-11: every campaign in force has an area

Evidence. Operator, 2026-10-11: "I feel like some campaigns were dropped again." The campaigns recipe listed 17 in force; the eureka and Aetheria/Ghostlight handoffs named 13. variants (5 unreported specs, a High finding), asura, cultmath-tapes and idunn-watchdog had no Self, one of them since 2026-10-03. The 10-10b handoff said asura belonged to the other Self, whose handoff never listed it. Same failure as the scenarios cuts on 2026-10-03.

What changed. The `SKILL.md` rotation bullet requires the campaigns recipe to be reconciled against every current area handoff before a handoff is written, an unnamed campaign in force to be adopted or put to the operator on re-entry, and a hand-over between areas to be named in both handoffs.
