Two parallel Imagination passes made two owners of one decision twice on
2026-10-08. NuGet restore fails under a read-only /pins mount.

Imagination passes in parallel, list the code and the decisions each will
touch. Passes that overlap run in sequence, or one of them owns the shared
decision and the others cite it. On 2026-10-08 two parallel passes over the
same code made two owners of one decision twice: Title against DisplayName, and
the Huginn crate move.
