Say how to wait: a foreground poll loop, not a detached job and a yield
Three passes in one day ended their turn on "waiting" with the rule already in their brief. The rule named the outcome and not the mechanism, and an agent that has started a detached job reads "wait" as "stop and be woken". Both briefs now name the loop.
