Meta Vens b5d9d4fff3 Merge main's dead-file cut into the live Epiphany line ... main's only commit not on this branch deletes the stale compaction scratch and the superseded protocol/controller-actions.md (census REC-045/REC-104). Merging it here lets main fast-forward to the live branch, so Epiphany's default branch stops pinning the retiring standalone cultcache-rs and cultnet-rs submodules.
