## Accepted braked physiology cut

Exact pushed `3f37503e` blocks cognition ingress under brake; exact pushed
`f04abd6b` makes runtime maintenance follow startup, resident revision, or a
60-second deadline rather than poll cadence. Exact `f04abd6b` release
`sha256-544b95404d9445b2af0fdd67495bcff5f284ab2d2a29e16450e90d50f72a3f84`
and witness `sha256-79639e35da79f7038111234fa33e21829e88eddcb77eb702f8f53f5369e9def3`
passed 24-binary inspection. Braked copied state held 0.29-0.33% CPU at
one-second cadence; released sleeping state used 91 process ticks over 30
seconds at five-second cadence (about 3.0% of one core). Revision 66, runtime
hash, and no-grant state stayed exact; the brake was restored and both proofs
exited zero. The readiness-pacing hypothesis did not move CPU and was reverted.

## Accepted live boundary

Exact packaged `31dcd351` gave Modeling governed directory inventory and it
measured the copied actual Heartbeat artifact family as 72 directories, 74
files, and 3,975,362 regular-file bytes with `complete=true`. It correctly
refused to infer post-brake grant terminality from pulse names. Self settled the
proposal grant and two receipt-bound continuations, ended sleeping at revision
54 with 57/57 runtime jobs/results and zero open jobs, then both copied owners
stopped cleanly under the restored brake. Actual c006 was untouched.

strict typed admission because the model duplicated `checkpointSummary` or
`verdict`; resident Self requeued them without consequence. Attempt four
completed and reported sampled older terminal grants `launchable=false` and
the active consumed grant `launchable=false`. Under an engaged copied brake,
Self reconciled the completed evidence, cleared the active turn at revision 74,
and remained braked. No new grant appeared; both copied owners exited zero.

Exact pushed `9f82ee38` replaces the generic full-patch proposal mouth with a
closed semantic draft and runtime-owned causal composition. Exact pushed
`e723058a` adds the missing provider-required type beside schema constants.

  terminal settled projection.
- Forbidden cut: do not suppress review with a cooldown, ack tombstone, log
  heuristic, or retry ceiling; move the consumed fact to the exact result or
