Rule the oversize document onto the body plane

A body the control plane cannot carry travels the transfer that exists for
exactly that, and the control plane carries the summary and a reference to it.
Raising the window only moves a number we would keep revising, and bounding
documents smaller argues with what a cut spec honestly is.

The refusal stays as the backstop. A caller that cannot be given an answer is
told so by name rather than left listening to silence.

A body too large for the control plane travels CultMesh's content and body
transfer, which exists for exactly this class of content, with the control
plane carrying the summary and a reference to it. Rejected: raising the
window, which moves a number we would then keep revising until it met the
same wall; and bounding documents smaller, which argues with what a cut spec
honestly is. **The typed refusal stays** as the backstop, because a caller
must still be told by name when an answer cannot be delivered, rather than
discovering it as silence. This is a cut of its own, to be mapped: it spans
the organ and CultMesh, and nothing about it is in Cut 10 beyond the refusal
that made the problem visible.
