"Go for it." **Q-H1 is now A.** Cut 14 builds the interim unit as mapped, and its deletion line stays 14-I. Self
deploys it under the operator's standing deployment authority, which replaces "the operator deploys" in Cut 14.
Q-H2 has moved on: authority backups now run to Raven (weekly tier added 2026-09-30), so Cut 14's backup items apply
under Q-H2 A. Cut 15 follows once 14 is live. The Q-H1 B text below is history.
