Pin the pipeline leaf to CultLib 6251cbc (BP-2)

Browse source 
One move of epiphany-pipeline's cultcache-rs, a0813c6 -> 6251cbc, so Huginn can
hold one cultcache-rs. cultcache-rs content is unchanged across the range;
the leaf suite is unchanged at 38. Cargo.lock gains the second cultcache-rs
entry the workspace now carries.
