Delete the retired hand-written mutation harness from this branch ...
Operator ruling, 2026-09-22: "Better to have nothing than a harness that
punishes refactoring." Removes scripts/mutate-dotnet.ps1 and every
scripts/*.entries.ps1 mutation-entry file for CultNet selection (networking,
mesh, caching, fix-batch-2). Also drops the two live code comments in
tests/GameCult.Mesh.Tests/CultMeshStreamingTests.cs that cited entry ids
(MESH-KEY-Loosening, MESH-DEFAULT-Loosening), rewording them to describe the
rule instead of the retired harness. Mutation testing now uses Stryker.NET on
the cut's diff, run by Soul.
