The Soul gate refused Cut 4. A malformed peer frame killed the process,
release() was a use-after-free, a peer shutdown leaked, the session
manager never went offline, the race waited on the slowest candidate,
growth was unbounded, and eight spec rules had no test.
The interop failure turned out to be test infrastructure, not the
network: the harness gave the peer /dev/null for stdin, the peer
broadcast before any client connected, and .NET could not find
libmsquic.
Fix batch 1 passes 125/125, and the C#-provider-to-TS-consumer lane
passes. The cut grew instead of shrinking. A confirming Soul pass and
Cut 5 are running in parallel.
