cdb8f3ca6d Keep the native digest list and manifest LF on every checkout
Soul found that on a Windows clone (core.autocrlf=true) SHA256SUMS and
MANIFEST.txt were written with CRLF, so the documented
`sha256sum -c SHA256SUMS` failed on every line: each filename ended in
\r. CI stayed green only because it checks out on Linux. After this
rule and a fresh checkout, the check passes on Starfire for all four
binaries.

Provenance, recorded here because verify-committed only checks the
committed files against the committed sums: run 35912901846 rebuilt
all four binaries from scratch after they were committed, and every
artifact is byte-identical to the committed file (libmsquic.so.2
c09a72f9..., libgamecult_mesh_quic_native.so 0ee3d283..., msquic.dll
c17c6581..., gamecult_mesh_quic_native.dll 9dae391a...). Two
independent CI builds produce the same bytes, which shows both where
they came from and that the build is reproducible.

Self edited this one-line config directly instead of dispatching Hands.

5650304169 Mark the committed QUIC native binaries binary in .gitattributes
`* text=auto` already autodetects them by content, but that is a heuristic.
Say explicitly that packages/cultmesh-ts/native/**/*.dll and *.so(.N) are
binary so no future text-processing rule can apply EOL conversion and poison
the digests SHA256SUMS pins. Cut 6 (packaging).

b3d9cf7821 Tell an existing Windows clone how to get its build script back to LF
`*.sh text eol=lf` reaches new clones only. A clone checked out before the
rule keeps scripts/build-quic-native.sh with carriage returns after pulling,
because the blob did not change: git neither rewrites the file nor reports it
modified, and the container still dies on the interpreter `bash\r`.

The README now gives the repair where a newcomer meets the container path,
and .gitattributes points to it. Verified on clones made at 367c9bc and moved
to c25de5a, from Git Bash and from Windows PowerShell 5.1: 109 CR bytes
before, none after, status clean. The line uses `;` so it runs in both.

ca6c0f5852 Keep shell scripts LF so a Windows clone can run the Linux path
`* text=auto` and nothing else, so a Windows clone writes every shell script with
carriage returns. The documented Linux path is a container that runs one of them,
and it dies in under a second with a complaint about an interpreter named
`bash\r`. Nothing in that failure names line endings, and the same clone builds
and tests fine everywhere else, so it reads as a broken image.

`scripts/build-quic-native.sh` is the only shell script in the repository and the
only file on those paths that an interpreter reads by shebang; the mutation
runner is Node and handles carriage returns itself, and the Dockerfile builds
either way.
