Copy the MsQuic MIT licence into cultmesh-ts's native/ payload

Browse source 
The package directory must be self-contained once copied out of the repo
(pnpm materialises only `files`), so the licence text already committed
beside the Unity plugin binaries is copied here rather than referenced.
Same MIT text for both platforms. Cut 6 (packaging), 11.4.
