Merge hands/union-bounds-py: one 256 nesting bound on read and write in cultcache-py, with the arm-key, slot-key and nil-slot refusals, held to the C# bounds vectors
Soul passes cultlib-gaps:verdict:cut-union-bounds-py.s1 and .s2. Low residuals deferred to follow_ups py-depth-bound-residuals and py-default-payload-json. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
