Reverts quic-native.yml to the triggers named in cut 6 (docs/typescript- quic-realtime-cut.md:2153-2156): push to main and pull_request run verify-committed only, workflow_dispatch runs the two builds, a cultmesh-quic-native-v* tag runs all four. Diff against 4d75d90 (the file before the temporary trigger was added) is empty.
