Subject: [PATCH] Adopt Stryker.NET as CultLib's mutation-testing tool

Pin dotnet-stryker 5.0.0 as a repo-local tool, matching Aetheria's Cut 11
adoption (F:\Projects\Aetheria dotnet-tools.json) and the current latest
release on nuget.org.
