Regenerate the C1 variant vector: the variant overrides its indexed code

The unique-index rule refuses a variant that inherits its base's [CultIndex]
value, so the vector's laser-big now carries a code override. Written by the
code under test through the production path; the other runtimes still refuse
it by version and by the laser-big key.
