Rule Q9: pin the OpenSSL MsQuic on Windows

One credential type on both platforms, the provider role works, the ABI
is unchanged. The tree pays four megabytes more and the Unity plugin's
copy diverges until its rebuild. The map's claim that PKCS12 was one type
for both providers is withdrawn.

the OpenSSL provider implements it.
