cultnet-ts: write_not_authorized blank-reason check is C# IsNullOrWhiteSpace

Review: trim() differs from string.IsNullOrWhiteSpace on U+0085 and U+FEFF; use the
package's isNullOrWhiteSpaceCSharp and pin both in the test.
