Add CHANGELOG.md to both Unity packages (UPM convention)

CultLib 1.0.60: CultInspectorAssetPath removed for CultInspectorAssetGuid +
CultAssetGuidKey (breaking for inspector annotations), and the native QUIC
bridge's Schannel to OpenSSL MsQuic 2.5.9 static-link change shipping since
1.0.59. Caching Studio 1.4.0: the GUID picker, sub-asset keys, built-in
refusal, and the stale-value warning/Clear button. build-unity-package.ps1
only stages files it names explicitly, so it neither drops nor overwrites
these; no script change needed.

## [1.4.0]
### Added
- `[CultInspectorAssetGuid]` drawer: a `UnityEngine.Object` picker for a
string member holding a stable Addressables-shaped asset key — the bare
`.meta` GUID for a main asset, or `guid[subAssetName]` for a sub-asset.
- Sub-asset keys: picking a sub-asset (one sprite of a sheet, say) stores its
name alongside the GUID and resolves it back through
`AssetDatabase.LoadAllAssetRepresentationsAtPath`.
- Refusal of Unity's built-in resources: a picked object that is neither a
main asset nor a sub-asset under `Assets/` or `Packages/` (Library's
built-in default resources, e.g. the LegacyRuntime font or the Cube mesh)
is refused rather than stored, since it has no Addressables entry.
- A stale-value warning when a stored key no longer resolves to an asset,
with a Clear button beside it to blank the field without first picking a
substitute asset. Drawing never rewrites a stored value on its own.

## [1.0.60]
### Changed
- Native QUIC bridge: Schannel replaced by OpenSSL MsQuic 2.5.9, statically
linked, shipping since 1.0.59 in this package. `msquic.dll` grew from
536,928 to 4,181,856 bytes and the bridge from 40,448 to 302,080 bytes as a
result of the static CRT and the statically linked OpenSSL build. The
bridge keeps its v1 exports on a v2 event-queue runtime. An OpenSSL notice
was added under `Third Party Notices`.
### Breaking
- `CultInspectorAssetPath` is removed. Inspector annotations that stored an
asset by path now use `CultInspectorAssetGuid`, whose value is a
`CultAssetGuidKey`: the bare Addressables GUID for a main asset, or
`guid[subAssetName]` for a picked sub-asset.
