Brokkr advertisement: drop Eve surface URIs and eve.*.publish capabilities; Eve is deprecated

Per thing2:ruling:eve-dashboards-quarantined. Removes eveSurfaces from the provider advertisement and its schema, the two surface URIs, the eve.gui/eve.tui publish capabilities, and Eve wording in docs.

The name earns its keep twice. Brokkr is the dwarf at the forge bellows in the

Brokkr is also the broker: the daemon that routes typed editor observations,
capabilities, commands, and Eve/CultUI surfaces between tool runtimes and the

Unity publishes lowerable Eve/CultUI documents through CultMesh. GUI and TUI
clients render those documents as views over the same mirrored state:
- scene graph
- component state
- asset library
- command affordances
- command receipts
These documents are interface state over Unity observations and receipts. They
do not own editor truth.

The scene graph, component state, asset library, command affordances and command receipts are mirrored documents; a future Thing 2 view over them does not own editor truth.
