Runs targeting-catalog apply: two new designs (Targeting Computer, Fire
Control Array) and six new products (LockOn / LockOn Pro by NiteLife Energy;
DragOnBreath by Lucent Media for plight; Leonid by Aeronautics Unlimited for
pswarm; Steadfast by Rossum & Douglas for Core Power; True North by Lightsail
Express for Large Drive).

Verified: census 53 designs/43 products (was 51/37); loadout over ten seeds
no longer throws for LonginusX and each gains exactly one interior targeting
system; dangling 0; a fresh census reopen carries 0 schema issues;
firing-arc-migrate dry run reports nothing left to migrate; dotnet test
tests/Aetheria.Shared.Tests is 197/197.
