tools/AetherDb firing-arc-migrate was written in Cut 2 and never run: the Turret hull's two Ballistic hardpoints still carried a 0-degree arc, so a turret only ever engaged within 60 degrees of its spawn facing. Applying it sets both to 360, matching the operator ruling (fire-control-cut.md Q1) that a turret's arc is authored data, not a new hardpoint type.
