eb1401c20d Mining M0: correct the map against the v2 refresh
Applies corrections 1-11 of the refresh's A.1 to docs/mining-cut.md: the status
header records the 2026-09-30 rulings, Q14 and Q16 stay open (they block Cut 3),
and M-Soul content is unknown (the mutation sweep at 22fb4021 stands in). Cuts 3
and 4 are replaced with the refresh's versions; Cut 6 is deleted with a history
pointer (Q9 = C); the scanner-as-chunk-sensor plan and the fallback range tunable
are struck; Q2's detection paragraph is replaced with the operator's 2026-09-30
correction; the FireControl target table is marked history at 8bd25f6f.

The refresh's Cut 5 and Cut 7 texts are not folded in; the header says so.

e729e6d6d5 Mining campaign: target and cut map
Operator, 2026-09-25: target the chunk, hit it with a weapon whose damage
suits the ore, and roll a weighted loot table from damage type, composition
and weapon stats. First cut slims the belt simulation, which probes show is
the heaviest per-tick cost and a data race.
