Name only CultLib's packages as canonical parity runtimes

The neighboring cultcache-rs, cultcache-py, cultnet-rs and cultnet-ts
repositories are defunct. Wire parity is held against CultLib\packages
(cultcache, cultnet and cultmesh runtimes) with C# as the reference.
